

All proposals submitted to the ICF must be completed using the downloadable Application Template. The ICF has developed Guidelines to assist in completion of the application form.
Proposals received by the ICF will be objectively assessed against the ICF selection criteria.

The East African Community
The ICF is seeking to engage consultancy services in anti-piracy, counterfeiting and intellectual property rights violations.
Background: In recent years, the East African Community (EAC) region’s business environment has been inundated with a broad range of counterfeit and pirated products. This has serious negative consequences on the viability of industries, jobs, tax revenues, health of consumers, as well as domestic and foreign investment. With a fully-fledged Customs Union coming into being from January 2010, goods will circulate freely in the region regardless of where they are landed or produced in East Africa.
The Project: In response, the EAC, with support from the Investment Climate Facility for Africa (ICF), will launch a project to combat piracy and counterfeit goods, with the objective of developing a policy and enacting a law to counteract the problem.
The Role: The EAC seeks to engage a Consultant, preferably a firm, to support development of the policy. This involves completing a study on sources, causes, forms and the magnitude of counterfeiting, piracy and intellectual property violations in the EAC region. The study will be carried out over 60 working days, liaising with stakeholders in all five EAC Partner States.
Expertise Required: The consultant / firm will have demonstrated experience of assignments in conditions similar to those in East Africa, and an understanding of best international practice in counterfeiting and piracy prevention and investigation, customs administration, and regional integration.
